Research Interests
Incorporating environmental factors into infrastructure systems planning and improving the economic efficiency of energy, water and environmental regulation.

Environmental and land use law, with an emphasis on the historical evolution of the relationship between private property rights and public trust responsibilities.

International and domestic social factors leading to the adoption of successful environmental policy, planning, and management systems by developing countries.

Social, cultural, institutional and organizational responses to the economic shift from commodity extraction to amenity-driven economic activity in the rural west and public lands of the USA. Growth management and rural land use planning.
